Vision (3):
Good use of the skyline, the body of water and the tree for foreground interest.

Originality (2.5):
There are a of silhouette photos out there, personally I really like them, but there are still a lot of them; As above though with the use of foreground interest.

Technique (3):
Overall there are good colours shown in the photo, but there is over-exposure towards the middle of the sky; perhaps a shorter exposure or or by changing the exposure value (EV).

Impact (3.5):
You have captured some really beautiful colours, I'd like to see more of the blue/purple towards the top right of the frame.

Perfect timing. I know what you mean with " discovered " because probably the shy did look not quite as dark for your eye as it is on the photo.
Most so called night photos, certainly most of the really good ones are taken at dusk or dawn. ;)

However, I know you can do so much better composition wise.
